As for the per cap oil idea, it would work to solve a lot of average Iraqis' problems. It works in Alaska where the citizens routinely turn a blind eye to environmental concerns because they each get oil checks. And shhh, it would work off the coast of Florida if all of those greedy retirees could get an oil check. Money is a great lubricant to the gears of change.

Biden came out with a soft-partition plan of federated states, and was scoffed at. But now I'm hearing more and more advisors advocating the same idea. Bush needs to read Humpty Dumpty. All of the king's horses and all of the king's men couldn't put Humpty Dumpty back together again.
a silver lining perhaps, but i believe that would have been acomplished by simply over throwing saddamm, and setting up a loose federation of states similar to what we used to cherish here. divide the oil amongst themselves. not that we had a right to over throw saddamm in the first place.

While the Shia and Sunni have been battling it out, Kurdistan has effectively partitioned itself away, even adopting its own flag. After centuries of oppression, their liberty is the best thing that has come from the Iraq War.

i believe a percap system would work best for oil. Which would instate a middle class. And i believe effectively end conflict.
