N.J. Terrorist Hideout Actually NYPD Operation

On June 2, 2009, an apartment superintendent in New Brunswick, N.J., stumbled upon what he thought was a terrorist hideout and called 911. It was really an NYPD operation to conduct surveillance well outside its jurisdiction. (July 25)

No, She was telling them to get people out of the apartment. As in the entire complex. He already stated no one had been in the unit for weeks.

The way I took it; she was telling the inspectors to get everyone living in the apartment. The whole apartment building. No one was in the unoccupied apartment to tell to leave, so she obviously was not telling him to kick them out. They were telling him to clear the apartment building so no one would get hurt and they could get an investigative unit in.
