The OECD Local Economic and Employment Development (LEED) Programme helps countries develop economically and socially at a local level by building better quality jobs.
Created in 1982 on the initiative of France and Italy. This initiative was to stimulate employment at the local level through the implementation of active employment policies favouring self-employment and enterprise creation. Each member country appoints a delegate to the LEED Directing Committee, which meets twice a year to discuss LEED ongoing and future work.
The unique cross-cutting composition of members means that LEED is in an ideal position to take a horizontal viewpoint on employment and economic development issues, while working with governments to overcome policy silos on the ground.
