I know a guy who had a Raleigh Chopper with a shifter on the cross tube. The bike was a bit big and when he hit the brakes and slid forwards off the seat to stand up he occasionally ended up hurting a somewhat intimate area.
Otherwise it could be "dangerous" to take your hands off the bars to shift. Personally I think that's complete guff - but I can imagine the usual paranoia of lawmakers (read: idiots) and safety campaigners (read: idiots) would deem that to be potentially fatal and ban it.
