A USAF flight test program to study High Altitude Clear Air Turbulence (HICAT). The program was led by Neal V. Loving, a civilian aerospace engineer at Wright Patterson Air Force Base in Dayton, Ohio. Poorly understood effects like wind shear cost lives and downed aircraft through sudden, invisible downdrafts. Mr. Loving's work led to safer designs for high altitude planes like the XB-70 Valkyrie, the USAF supersonic transport (SST) program, and the Concorde SST.
