I have not seen a traction elevator with this sort of a structure with the machine beams anchored it's more common the steel beams supporting the weight of the machine would be anchored to the floor base. I can't tell if the blocks have cross bracing front to back or to the floor. I would be concerned about these block toppling over in a major quake.
