Ref: the turn out gear in the water, Firefighters need to remain calm in an IDLH atmosphere. Water is an IDLH atmosphere. There are numerous in ground swimming pools in South Floridia. If a firefighter falls into pool and is not trained in survival technics, they may drown before they are rescued. You are correct in assumng that an SCBA mask would not be very good in deep water however it is not an issue since you would not go very deep in bunker gear.
