if you have the PC version the downgrade it with the downgrader patch. Then look for him in the wild, also you get to mod the game and know a few other things! (like why a hokker is in the crack house >_>....)

if you mean bigfoot he's only in version 1 (not sold after year 2000) but if you bought your gta sa before that you might find him somewhere in back o' beyond.
