well, to find an area that is copletely imune to natural disasters is nearly imposible. it is one thing to live in the tornado alley. it is another to live in a wooded are which sometimes is exposed to wildfires. new orleans has been there for decades if not longer and this is the worst thing that has ever happened. somehow they managed to live through all the hurricanes before hand without getting flooded. something definitely went wrong in sept 2005. and it was not just the weather
Let's just put it this way. I got to choose where I purchased a house. It's not in a flood plane. It's not on the San Andreas. It's not below sea level. I just must be smarter than all the idiots that purchased homes in those areas.

so what you are saying is that it was the people's responsibility to make sure the levees did not break. it was the peoples responsibility to feed themselves while they were stuck in the flood. fema had no duty to help them what so ever? maybe it is the californian's fault for living so close to san andreas. it is the floor victims fault for living so close to the mississippy?
So those in people in were going to pay for levies themselves? Rescue themselves from toxic filth that shouldn't have been there in the first place? Do you believe the words that are coming out of your mouth. I sure don't.
Long before it hit? Uh ...New Orleans wasn't even in the strike probability zone until 72 hours before the storm hit. Mayor Nagin made his "terroble news" statement about 24 hours before landfall at the same time the NWS released the "Dangerous Katrina" warning. Assuming you drop everyting then and there, don't worry about preparing your home for the storm and get in the car, there's only three ways out of the city.
Sure, if they could make it on their own. The government provided paltry assistance. And when the levees broke, the government stood by with its hands in its pants. Look at the image: the U.S. lays whole Iraqi cities to waste, then can't rescue its own citizens. All Bush could say was, "Brownie, you're doing a heck of a job." There's a lot more grounds for impeaching Bush than there ever was Clinton.
