Last week's state budget negotiations were contentious and punctuated with high-decibel schisms, but Kentucky lawmakers did pass a spending plan on time. A deal on the $20 billion, two-year budget finally came in the early morning hours of the fifth day of talks. One shouting match reached a fevered-pitch as one party blamed the other's leadership in Washington, DC, for the nation's economic woes and the trickle-down effect on Kentucky workers and families.
