IMO he's talking about savvy from an engineering perspective. As in, understanding the protocols and technical specifications that give you the ability to understand security technically. The younger generation has a higher order of magnitude of complexity to grasp internetworking in a modern society. 99.9% of college graduates could not tell you what facilitates PKI, but their use of it is ubiquitous without consideration.

Blanket statement-> younger gen isn't technically savvy is unquestionably false. The next generation is far more savvy then you give them credit, entrepreneurs are starting in their teens to disrupt embedded social systems.
