The ones you see that do have the money for exotic and expensive things, are TYPICALLY high-ranking officers, come from well-to-do families, or are up to their eyeballs in debt. (Or they don't have wives.) Car testers typically use military areas or airports (runways, flight lines, or flats) to test vehicles to reduce chances of harming a civilian spectator or damaging private or public property. Plus, they don't get pulled over for speeding on a closed runway.
