George HW Bush once said that going into Baghdad and eliminating Saddam Hussein's government would be a disaster. It would cause huge instability and would get U.S. troops bogged down in Iraq for many years and getting caught in the middle of the civil war between religions factions in Iraq. It would be very hard for foreign troops to control them.
That's why Bush Sr stopped in 1991 after liberation of Kuwait and allowed Saddam to stay in power and control the factions(which worked out well).
