I've seen drills where they can row and/or slide lifeboats across semi frozen ice, they also would have stood a chance of freeing the man pinned in the wreckage. But then, that was 30 years ago. Hopefully by now cities are better educated/equipped to handle this.

@Roohski Most likely it was faster for the helicopter to pick them up than for boats to get through the ice. Hypothermia alone can kill you in minutes, not to mention their traumatic injuries.

I'm thinking, Where the f*&k are the boats for rescue?? I live in little old Dayton, OH where they practice life raft water rescues with our First responders. Hopefully, this has greatly changed over the years. Not sure if more would have been rescued, but like to think it would help. So sad.
