You do realize Canada controls the biggest oil reserves in the world now, (Saskatchewan has a larger oil sands then alberta). I do agree with the US though, why shouldn't china and India sign it. Both countries are becoming first world nations in large part due to manufacturing products for North America and Europe and by allowing them free reign to continue is foolish especially when you look at the data which supports the idea that especially recently ozone loss falls on them.
Are you doing one for COP17 and the Durban Platform?? Please do one! :)
