IMO, in the late 90s, when WCW was at its hottest and WWE had no choice but to create new stars, it was cool for them to trash older talent (eg. Billionaire Ted, DX skits).
Now, with no legit threats on the horizon and the majority of the few main eventers having years of experience, WWE is making it much harder for younger guys to get the foot in the door. With four hours of weekly TV, that should be more than enough time to back up more talent than they are doing right now.

@david22247 Absolutely true. He needs more character development, not really like a gimmick though. Just enough to make him stand out more, but it really is time that he win solo titles now. The Intercontinental title would be a good start for him. He's already proved that he's a legitimate wrestler, and I really hope that he doesn't get dropped or end up leaving. Morrison too.
