There are many different interpretations, but Kate Bush has said many times that it's about the fundamental difference between man and woman and if they could trade places, they'd know each other better. Also about how love could be too big, making us insecure and afraid of losing each other.

I guess it has a different meaning to anyone though. Find your own and it'll be far better than any other suggestions :)
