Dear DeKalb County Board of Education:

I am a long-time resident of DeKalb County, and I am writing to express my concern about recent discussion and the pending decision to place cell phone towers on school property. I understand that the decision is being considered to place 12 cell phone towers on school property to increase revenue.

However, I do not believe that the benefits of installing cell phone towers on school property outweigh the liabilities. Consider: Cell Phone Towers decrease property values and increase health risks. Please view the following information before making a decision on this issue:
• The Impact of Cellular Phone Base Station Towers on Property Values by Sandy Bond, PhD.
• Using GIS to Measure the Impact of Distance to Cell Phone Towers on House Prices in Florida.
• The Sensitivity of Children to Electromagnetic Fields by Leeka Kheifets, Michael Repacholi, Rick Saunders and Emilie van Deventer.
• Why Children and Teens Should Stay Away from Cell Phones.
• DeKalb County Toxic Government Secrets -- Pages 1-4 and 56-58.
• World Health Organization -- International Agency for Research on Cancer: IARC Classifies Radiofrequency Electromagnetic fields as possibly carcinogenic to humans.
• DeKalb County Board of Education: No Cell Tower & No Redistribution of Wealth. (PowerPoint presentation)
• Cobb County Cell Towers on School Property. (PowerPoint presentation)

T-Mobile had the opportunity to present information to the public on this issue. T-Mobile also stated they were offering $30,000 per year for each tower and a onetime payment of $25,000 to our local PTAs. This offer is very similar to the deal T-Mobile gave other school systems such as Cobb County Board of Education. During the meeting, a T-Mobile representative stated these negotiations started over one year ago. However, parents and the community have had less than one month to consider the cell phone tower proposal. Is this process fair and just?

The recent announcement by the World Health Organization classifies radiofrequency electromagnetic fields as possibly carcinogenic to humans. This announcement alone would warrant a more detailed investigation into the approval of placing cell phone towers on school property. Do we want to risk the lives of our children?
Are these tradeoffs that we really want to make?
Sincerely,
Viola Davis
