@fegolem that depends a lot on new handicapped accesibility requirements, as well as haz materials, asbestos, lead paint etc, sometimes it is cheaper to tear down and rebuild.
How was the vacated hospital a problem? I think it would be very worth while to refurb it and turn it into cheap apartments or something.

This was a controversy in the community. As you can see from the video, the building was solid. The talk about building a new hospital had to do with things like asbestos problems, yet once the old building was vacated there was a push to turn it into apartments. Asbestos didn't seem to matter at that point.
A project was begun to create apartments, but fell through. Then the building sat empty and became vandalized -- lots of broken windows and spray paint. By the end, demo seemed good.

That marveling at all the re-bar was one of the main conversations of the afternoon during demo. I don't know anything about construction, but I figured there would be re-bar -- what I didn't figure was there being more "bar" than cement.

That was the most impressive thing, seeing all that rebar in the columns. With all that steel, there was hardly room for cement.

I believe it was to help keep the dust from blowing all over, but don't really know for sure.
