Actually he's not doing his job. He violated his oath of office in upholding the Constitution of the United States, by acting against the right for citizens to be "secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized."

It would been better if he had responded appropriately. Invading Iraq was not justified or appropriate as a response to 9/11. Iraq was not involved in 9/11 and Hussein, for all his evil, was no ally of radical Islam. They hated him. Bush had many options for an effective and appropriate response that did not include being mind-numblingly stupid about Iraq.
