The harder of the two.
The fact that you have to move your head to the side makes the triceps strength required to do this move significantly harder. I'd estimate you'd have to be dipping nearly 50-75% of your bodyweight to have the triceps strength to push it out strict.
Technique: False grip is needed. If head goes to the right of the cable, LEFT arm must push down towards the right pocket.
Say, ain't it better to do that on a bar? I was thought to do it either on two rings or on a bar. My gymnastics coach would probably hit me with his shoe for doing this. :) Anyway, looks like it puts a lot of unnecessary stress on the wrists. Is it harder than doing it on the bar?

@kanshiketsu89 yes, it's harder than doing it strictly on the bar which is why I took a video of it... pretty substantially harder. try it yourself..

Do you think it's possible to make the rings too unstable like for example doing pushups on them with them simply resting on the ground?

Why would that make them unstable?
Putting them on the ground would make them wobble less = more stable.

That's probably not a good idea. There's wrist instability stuff like T or L shaped implements you can do pushups on for example.
The above exercise requires more strength than stability really.
