@battleforlife458 keep some troops in them, and if your exempting them from taxes that means that their resistance to foreign repression is bound to go down. now if there is a school in the territory then that will lower their happines-higher level school, higher level clamor for reform. Now if you've done this, then create magistrates and in napoleon courts of justice in empire state capitols, this action will increase repression.

but why do you build briggs in your trading port when you can have sixth rates or even better ships in your army port!

Whith those ships you would crush teh austrians even if would play really really stupid

becaus the austrians mostly only have trading ship wich can do nothing

send a missionaire to them if they got another faith

but sometimes you cant do anyhing at all you just have keep fighting the rebellions

but mostley you just have 2 of them
