Actually under 34 inches and under @ the withers is a class "A" Miniature horse, over 34 inches to 38 inches @ the withers is a class "B" Miniature horse, over 38 inches @ the withers is considered a "pony".

To LadyAmaranta--the miniature horse was originally bred to use in the coal mines to pull the coal cars up because a pony was too big. As with any other breed of horses, some will be bigger (over 34" they're a pony) and some will be smaller. Minis just happen to be very small when they are "runts" as opposed to a large breed where a runt is 14 hands rather than inches.

Thumbelina is the smallest horse in the world so I suppose that theres a problem with the heading don't you think?.....
