.... It's probably not legal, but I don't think it qualified as reckless driving. Not sure, but I touch reckless driving must include a willful or wanton disregard for the safety of persons or property. It does not look like he was putting life of other in danger, or that he add any malicious intention - he do some burnout in a parking lot where no one is, a safe place. It might qualified more as careless driving and using an illegal vehicle on public road...
