It's not the BBs that would shatter, it's the neodymium magnets... By their nature, rare-earth magnets are actually very brittle. So while you can coat them with chrome or nickle, eventually the BB hitting it will cause the magnet to shatter.
Of course, if you had toroid magnets, then the BB would hit the next BB without coming into contact with the magnet...
The upper limit depends on the quality of the materials. Eventually, at a high enough velocity, the ball or magnet (most likely the latter) will break.
