It had all the earmarks of a harmless dust devil as it had to upper vortex connection to a cloud. However, some dust devils can get pretty intense. Whatever it was this idiot was not aware of the outer wall winds that contain large debris moving at several miles per hour. You usually can't see them until its too late. Also electrostatic energy may be immense near the funnel base. Some have reported strange object levitation like cars and telephone poles.
