I believe he means that M 'Initiated' events, e.g. the capture of Light's sister. If you compare this to N's activity, you see that N doesn't do much in terms of acting, but does a lot more investigating/pondering.
L however had both aspects in terms of his investigation skills AND activities, such as holding Light captive and building HQ.

@BeyondDGrave Technically M and N did work together, hence why Near announces that because they did, they were able to surpass L's brilliance and finally catch Kira

@PeircedinBlood I agree thats why I liked N more then L, he did have more of a gut feeling... L seems like he wasn't to sure, on the other hand when N had his gut feeling he went after it. Thats the difference between L and N.

L was a combination of Logic and Initiation.
M was a master at Initiation, but lacked in logic, N was a master at Logic, but lacked in initiation.
If M and N had worked together, they would have surpassed L.
