Covenant are limited by their need to reproduce.
The CIS is widespread and droids are virtually unlimited as they can be manufactured en masse.
Alternatively, the Covenant could easily glass planets that CIS droids were being constructed on, but the CIS fleet would likely prevent that, simply by the mass construction of buildings flown by droids.
I think it'd be a close one.

@lolmatic LOL, but, why kill john williams? He hasn't done anything to them. But, if they got into war against each other, I think both sides have a good chance, powerful weapons, good troops etc.
