It's worth noting that the resolution is 800x480 in this vid. That's 5x as many pixels as 320x240, and 4x as many as 400x240. At PSP resolutions, this 30fps turns into ~120fps.
The SGX (GPU) is also half-clocked, and the CPU underclocked. It's also a straight-port with no optimizations. (such as using NEON instructions, which should speed it up significantly)
I would expect to see Quake 2 running at 300fps rather than 30fps, in the near future. ;)

Running at only 55Mhz? When do we get to see it with the GPU turned up to 11?

It is more pixels but performance of an emulator does not scale linearly with target screen size. You can not conclude that this translates into ~120fps at PSP resolutions because the emulator is also busy doing other things besides drawing the final pixels to screen.
