Medicare and SS started out in 1937 costing 1.0% with no employer match. Now if you told the citizens in 1937 that by 1989 it would cost 15.3% even with a 3 fold population increase paying for the previous generation would the people be for the Government taking 15.3% of their pay check to fund the program? Costing over over 45 times what was originally estimated in a mere 60 years, with 3.5 tax payers paying for 1.0 recipients currently?
