OK another question why u are reducting RECOIL in BAR? It shoot once and u have to scope and aim again so recoil have no use!!!

bolt action rifle is a godly weapon in this game because the rest of weapons are suffer from inaccurate and a broken barrel. to the point that make their first shot sway. only bolt action rifle that its bullet still fly straight forward. so...if you hate quick scope in cod. this game give you worse. because you not even have a chance to fight back.

Not sure why he did it at the time, but now recoil is directly related to fire rate. So less recoil means more shots down range and less pause for rechambering.

also its not the top-dmg barrel, with top dmg you wouldve been at 200, tag wouldnt be able to increase it further and you use ammo tag, which just gives you mag size +2

While this held true at the time he made this video, its not so today. These days, higher recoil on a BAR = lower firerate; the higher the recoil on a BAR, the longer it takes to cock it for another shot. It's in the patch notes for 12-19-2012
