if you get a copyright and record a song thats basically the professional acknowledgement ur doing, telling the original artist that he (Gary) acknowledges Steven Chapman's song. but like you mentioned, people thought Gary was the original kase mas maganda ang pagka-gawa ni Gary sa song with a much more elaborate orchestration and arrangement. talbog ang orignal. but thats how it works tho.
