Torture, mutilation, surgical experimentation and every other horrible acts of violence imaginable on people are commonplace all throughout history in every region and culture on earth.
Even today who is to say that all those unsolved missing persons cases worldwide (especially children) aren't in the hands of demented psychos...
Even the authorities might omit such gruesome cases to prevent hysteria. Beware kiddies, someone might have their eye on you ;)
