Gaza can get necessities imported through Israeli ports, but Hamas doesn't like that because Israel will check the shipments for weapons.
Do you really believe that if Israel allowed unrestricted, unchecked imports in to Gaza that Hamas would not use that to smuggle weapons?
International waters? If the flotilla announces to the world that they intend to sail to Gaza WITHOUT allowing Israel to inspect the ship, that is casus belli. And boarding of the ship is then justified in ANY waters.
