Another thing to make your video file smaller is to remove the audio: in the Menu "Audio", check "No Audio"

I have a program that lets you make an animation program (LOL that's right), the problem with that is you cant make it export into a video format, you can only make it export as individual frames.
Based on how you put it, that combined with Virtualdub should yield promising results.

Interpolation is like where if you make a guy start in one corner, then in the next frame in the other, he wil move by a certain timeline if you make it tween.

@sam123486 Ah yes thats what I thought. So to answer your question, no, this software does not have interpolation (I don't think). If it does I've never seen an option for it.

Yes, in fact its main purpose is to work with videos. However, you can use it to make 2D animations.
Although, it probably wouldn't work with both together, you'd have to make the animation into a video and then use that video with other videos in the editor.
