I sing [4 octave range] & appreciate real talent. This young man has superb breath & vocal control and excellent flourishes. True countertenors are actually quite rare - most are tenors or baritones jumping octaves. Handel wrote that recitative for the countertenor since in many Roman Catholic & most of the Calvanist and Puritan churches women were not permitted to perform music other than to join in a congregational hymn At his age to be able to carry that piece properly is a gift Bravo!!!

Notice that the term alto is a masculine term and means 'high'. Alto is the highest naturally occurring MALE voice. Handel wrote most of his 'alto' roles in such a way that they might be sung by an alto/countertenor, a castrato, or a mezzosoprano (then just emerging as a legitimate contender)
RE: Creepy. I remember the first time I heard a countertenor, and I was a little freaked out.
It's not different than what modern pop singers, barbershop quartet tenors, and gospel singers do.

I can vouch that he certainly wasn't. It's possible that the audio and video were a bit out of synch when you watched it....but a Milli Vanilli that does not make!
