The expletives were added as a joke by the video editor. It even says so in the video description.
If McCain had actually been using those words, he would have been rebuked at once by the Senator sitting next to him, and by others there. Decorum is taken very seriously in the Senate.
I love the way McCain pronounces the word "fiasco", though, at around 0:23.
That is priceless.

Whoever created this is a Jimmy Kimmel wannabe. Kimmel's "unnecessary censorship" moments were funny the first several times he aired them. However his making it a regular feature on his show is unfortunate. It is way way worn out.
