First, I don't think that when it comes to the numbers for the entire county, that makes up much of the homes out there. Second, I might buy into that if the market was not also seeing an increase in sales. Finally, the situation you describe is really already in the mix - they are called short sales where the seller is selling for less than they owe.

You don't consider that many houses may have been removed from the market because the owners can no longer afford to sell them (owe more than they can get).
