  • Not all Satellites are geosynchronous - and actually - a lot of spy satellites are explicitly not geosynchronous.

    The geosynchronous orbit is too far away from Earth to resolve certain ground details, and hence a lower orbit is used. The only way to over come this problem, using a geosynchronous orbit, is to use much larger optics - but the costs increase dramatically. Eventually you reach a limit to the payload you can put into orbit - so a lower orbit, with Hydrazine boosters is used.
