    I think it was an ode to the forgotten Sonic game (Sonic 3D Blast) I liked the level in Generations (Crisis City). I also remember (don't quote me please) that many games including Sonic Adventure made references to older games, Windy Valley (song from Sonic 3D Blast, Green Grove Zone). So yeah. Take what you will from that. So to your question, did Sega take that part to make Crisis City? Yep, I really think so. I always thought It was an ode to Sonic 3D Blast. Enjoy your game :)
