What Paul is advocating is less direct control from the federal government in these areas. Please read his platform details in wikipedia. He wants the educational system to be controlled at the state and local level. Also, please look up the book "The Deliberate Dumbing Down of America." The methods discussed in that book would not have been possible without total federal control of the educational system.
