The guy is an idiot for doing that.. However, he does not stomp on her head. They show the clip over and over and each time you can clearly see his foot coming down on her shoulder. It's very sad to see anyone defend brutality like this. If you don't like MSNBC you can see this multiple places...in some footage you can actually hear the crunch of this guys boot coming down on the girl's head. The spokepersons on the right should tie their dogs up better.
