Smart Blur is a slider-bar in the Auto-Painting window (Window > Auto-Painting), which allows you to blur an image slightly to give it a softer look. That way, when you start painting, it doesn’t look like a “painted photograph” but instead, more like a painted painting.

The first tool used is obviously one of the Pencils but the film was recorded in such a way that the Pencil icon is covering up the variant, so you can’t see precisely which one it is – I’m guessing it’s something like the 2B Pencil.
The second tool used is one of the Oil Pastels.

If you check at the beginning of the video, in the top right corner you will see a small icon of the tool that is being used at that moment.
Unfortunately, the name of the tool isn’t shown so it would mean going through the Brush categories and then the variants to find the tool

Does corel painter 11 have a tool for shades or something?

You will have to draw shades yourself in Painter 11 as it a painting software.
