The car wash is an Istobal M12+ system. Whilst Istobal systems sold in the USA look much the same as those sold in Europe they are wider to accommodate larger American vehicles, can be equipped with TriFoam, and are also programmed so that the top brush only does one pass. Drive through dryers at the exit are common in the USA. It allows a higher throughput of vehicles, although it is probably also a leftover from the old days when American car washes never had an option for on-portal dryers.

Who makes this car wash and why are the dryers a drive out thing if its a gantry?

This idiotic comment form won't let me link you to an image of the order board, but it's basically a very common thing in this area. I only know of a couple that aren't the drive-out type.
