Biologist Doug Altshuler has turned his lab into a kind of hummingbird training center, where he can test the limits of their aerial agility. The key, he says, is hovering.

Difficulty. That's why.
Observing hummingbirds/seals in the wild would takes decades.
And in the case of seals, they dive under the water's surface for low periods of time, which makes following them next to impossible.
