You know just by the fact when you have to 2 people that are in position that should be able to answer these questions without bringing someone else in to answer all the question and the last line of part 2 is the give away Ed. she says it is not always Cash . IS IT? what are we paying these to ladies to do. In other word they are afraid to speak or the are limited in knowledge of what they do???

They don't really sound too confident in their answers. The blond woman really looks as if she has no clue. She nods here and there when her superior is speaking...but she really looks nervous and uncertain as if she just started the day before. Yikes!

You don't need a Road Map to understand that the "Highway Fund" is a FRAUD. These are just people working for a living here, and having to cover for the FRAUD. They are Apologists. Why is the Government Accounting system ANY DIFFERENT than what any of us has to do? The answer is TO HIDE and TO STEAL from us. The government is STEALING from us with an elaborate system of Smoke and Mirrors which they do NOT want us to Understand. It is CRIMINAL. It is now Taxation WITHOUT Representation.
