Public Art Indianapolis is committed to working with emerging and established artists and organizations to produce high quality, creative displays of art throughout Indianapolis. The Great Ideas Competition was created to help Public Art Indianapolis keep that commitment. The inaugural competition was established through a $70,000 allocation from the Indianapolis Cultural Development Commission and was supplemented with a $20,000 gift from the Efroymson Family Fund of the Central Indiana Community Foundation and a $15,000 gift from Starbucks Coffee. It began in November 2004, and winners were announced in February 2005. The Arts Council of Indiana managed the competition.
