Fun fact, the safari zone was originally going to be in gold, silver, and crystal but do to timing issues the safari zone was left incomplete and there are no pokemon in it. However the data is still in the game and a very good hacker can get into it.

@TGAmelia I wish this were the case, but it's not. People have checked the ROM, and there's a ton of empty space. Maybe not enough to make things as fleshed out as Johto, but there are several hundred lines of zeroes. They still had to store those zeroes on the cartridge, so they definitely had room. Not to mention Crystal came on a GBC-only cartridge, which I think had more space than the originals.

@Datai I know this is two years after you commented, but, actually, the reason Kanto is so empty is because their wasn't enough memory on the game cartridge for them too put in alot of things in Kanto, for instance, the Safari Zone
