That's not Direct X 11 water. That's Direct X 10 water.

@Griesmayer This is Direct X 11 water in LOTRO. Water in LOTRO with Direct X 10 only has same depth based transparency, reflections and translucency, but it does NOT have dynamic waves generated by the character and NPC movements.
