The way I see it was that BB was gay but in denial because of social pressure, so he got married, but then he fell in love. His double life made him a jerk; he realized that and escaped from it all: his love whom he had to keep under wraps and his family he had to keep in ignorance.
It's a classic tragedy connected to societal unnaceptance of Homosexuality. Mika could as well have been singing Oscar Wilde as BB.
I don't think Mika was trying to make a moral point just tell a good story.

The lyrics states that:
1)Billy had wife and kids
2)Billy fell in love with a man
3)Billy and this man became lovers
4)Billy then needed some time to think, and left both male lover and wife behind
5)Billy met a girl while he was away, and he made love to this girl
6. while making love to him this girl "was brave enough to say 'Oh, Billy Brown you are a victim of the times'"
Interpret as you like.
